Longview council OKs capital improvement projects

The Longview City Council has adopted a five-year Capital Improvements Program list that includes six projects for 2023 that total about $3.3 million.

The 2023-27 CIP list has 78 projects totaling $123.4 million.

City Engineer Alton Bradley presented the program Thursday to the City Council and explained that it was prepared using policies adopted by the council in 2000 along with master plans and studies such as the city’s Comprehensive Plan.

CIP projects are scored using a scale based on urgency and priority, Bradley said.

A list of previously approved projects for 2021-22 was shown to the council, a majority of which are in the design phase or preparing to start construction. These include George Richey Road utilities relocation and drainage improvements at Maude Cobb Convention and Activity Center.

Bradley then discussed this and next year’s projects.

One of the drainage projects on the 2023 list include repairs to a house on Mary Ellen Drive that has experienced repetitive flooding along with Mary Ellen Drive street improvements, Bradley said. The project is set to cost $250,000, which Bradley said will be funded by drainage CIP funds and operating/maintenance funds.

The other main drainage project for 2023 is dam and spillway improvements at Lake Lomond, which has an estimated cost of $702,000 and also is funded by drainage CIP funds, Bradley said.

“As you recall, probably about two years ago, we came and asked for permission to apply for a grant, a hazard mitigation grant with FEMA. It’s administered by Texas Commission on Environmental Quality. You approved that; this is still on the books. It still needs to be done,” Bradley told the council.

The traffic project for 2023 is a traffic signal set to be installed at the intersection of McCann Road and Magnolia Lane. Bradley cited a traffic study by the city that indicated the need for a signal. The project is estimated to cost $350,000 and will be paid for from the general fund.

Bradley said he hopes the final cost will be less.

Water improvements projects totaling $900,000 will be paid for through utility CIP funds.

Community Development Block Grant (CDBG) and utility CIP funds totaling $252,700 will be used for street improvements at Eva Circle, Bradley said.

Wastewater system improvements at Rodden Drive, Everett Street, Christopher Drive and Castle Street are estimated to cost $900,000 and be funded by utility CIP funds, he said.

District 6 Councilman Steve Pirtle asked Bradley if the bridge and culvert project at Avenue B costing $460,000 that was approved for 2021-22 is set to be worked on this year. Bradley said work would begin once construction on Fairmont Street is complete so as to not further hamper traffic.
