Missouri City Appoints Former City Manager Anthony Snipes As Parks Foundation President

The City of Missouri City’s City Council announced at their Monday, July 18th meeting the appointment of Anthony J. Snipes as the next Chair of the Missouri City Parks Foundation effective immediately.
Snipes, who served as City Manager of the City of Missouri City from 2015 – 2020, was instrumental in creating the Parks Foundation during his tenure with former Interim Parks Director Jim Brown and has continued to serve even after he departed from the city.
The Missouri City Parks Foundation is a 501(c)(3) nonprofit corporation. Since 2016, the Foundation has supported Missouri City parks by providing funding from corporate grants and individual gifts. The Foundation has raised nearly $1,000,000 for Missouri City Parks. The first major project the foundation took on was the creation of a veterans memorial.
“I am ecstatic and honored that the City Council voted 6-0 to appoint me as the next Chair of the Foundation. I pledge to do everything in my power to fulfill the Foundation’s mission of facilitating public and private partnerships and investments to enhance community connectivity, open spaces, and park development, and to make Missouri City an even greater place to live, work and play,” Snipes said.
About Snipes’ appointment as chair of the Parks Foundation, former foundation chair Bill Olde said “I know he will do great with the rest of the foundation members.”
As a resident of Missouri City, Snipes continues to serve by participating in the Alpha Phi Alpha Fraternity, Inc.’s Project Read program, working with student-athletes with the Wings Track Club, teaching a graduate course at Texas Southern University’s Executive Master of Public Administration Program, being an active member with several community non-profits, and serving with the Parks Foundation.
According to Snipes, his parents always reminded him of Luke 12: 48, which states, “To whom much is given, much will be required. I have been blessed with talents, knowledge, resources, and time that should be expected to benefit others.”
Currently, Snipes is the Texas Regional Director with the AIDS Healthcare Foundation (AHF), a global nonprofit organization providing cutting-edge medicine and advocacy to over 1,600,00 people in 45 countries and 17 states.
In March 2020, shortly after he departed from Missouri City, Snipes was appointed by AHF to oversee, on a statewide basis, specific program operations, as well as, respond to regulatory, legal, and clinical requirements for the development of the organization’s efforts throughout the State of Texas. The organization is currently the largest provider of HIV/AIDS medical care in the world and funds its mission through a network of pharmacies, thrift stores, healthcare contracts, and other strategic partnerships. The organization has expanded its services to now include the delivery of affordable housing to eligible residents, while also addressing food insecurities around the world.
Snipes, a veteran municipal administrator, retired from public service in 2020 with over 24 years of service but felt that he still had much to offer not only to the Fort Bend County community but to other areas throughout Texas. His career spans more than 20+ years and includes achievements in strategic initiatives that involved budgeting and performance management, public/private partnerships, and organizational development. He served as a municipal executive and manager in different capacities for Missouri City, Texas; Austin, Texas; Fort Worth, Texas; and Dayton, Ohio. In all cities, he implemented proactive programs and led innovative initiatives that set a standard of excellence. In 2020, Snipes was awarded the 2020 Public Official of the Year by the University of Houston.
At the Monday, July 18 regular meeting of the Missouri City city council, there were several action items on the agenda relating to appointments that passed unanimously.
Mayor Pro Tem Jeffrey L. Boney, who serves as Councilmember for District B, presided in the absence of Mayor Robin Elackatt.
Before the appointments, the city recognized Bill Odle, who has served as the Parks Foundation President, and acknowledged his dedication and service to the foundation since its inception.
District D Councilmember Floyd Emery presented him with a certificate of recognition on behalf of city council in appreciation of Odle’s work. He said Odle “has been the driving force to keep it going and bring the dollars to what the foundation has supported.” “It’s is not goodbye, I will still be contributing,”
Odle said about his continuing an association with the foundation, “I am extremely proud of what we have accomplished, especially right outside of this building with the Veteran’s Memorial Park.”

There were reappointments to boards and commissions, but for the Parks Board, the five positions up for reappointment were postponed.
District C Councilmember Anthony Maroulis requested reaching out to that board for direction relating to a proposed reduction of the size of the Parks Board from 9 to 7 members.
The reappointments to the Planning and Zoning Commission were also postponed to a future council meeting due to a recent resignation.
And, for the reappointment of four members to the Zoning Board of Adjustments and Appeals, which does not meet regularly but is of high level importance for city functions, action by council was postponed to a future meeting pending reaching out to two members for their feedback about continuing participation.
