El Paso Mayor Oscar Leeser, center left, and Tom Davis, director of the office of recapitalization at the Department of Housing and Urban Development, cut the ribbon to celebrate the opening of the Patriot Place apartments on Wednesday. The $25.7 million affordable living community was developed by HOME, the El Paso public housing authority that provides low-cost housing for about 50,000 residents in the region. The apartments are in Northeast at 9500 Kenworthy and will give preference to men
and women who have served in the U.S. military. HOME developed the project with Capstone Building Corp. and architecture firm Gonzalez Newell Bender Inc., as well as PNC Bank and RBC Capital Markets.
