City of Arlington Seeks Federal Grant Proposals for Program Year 2023-2024

The City of Arlington is requesting proposals for the following federal grants:

• Community Development Block Grant (CDBG) – Public Services and Planning
• HOME Investment Partnerships (HOME) –Homeowner and Rental Housing Development
• Emergency Solutions Grant (ESG) – Homeless Services

The City will pre-release Request for Proposal (RFP) documents, on Wednesday, Oct. 19, 2022, via its website for public review prior to the mandatory RFP Workshop.

The mandatory Funding Availability Workshop for interested non-profit organizations, Community Housing Development Organizations (CHDO), and developers will be held from 9 a.m. to 11 a.m. Wednesday, Oct. 27, 2022, in the Arlington City Hall Council Chamber, located on the first floor at 101 W. Abram Street, Arlington, Texas. Interested participants, should email grantsmanagement@arlingtontx.gov prior to Oct. 25th to RSVP.

 All CDBG, HOME, and ESG proposals must be submitted before the 11:59 p.m. deadline on Friday, Dec. 2, 2022.

Estimated Available Funding for Program Year 2023 RFP Cycle

CDBG Public Services - $520,000

• Estimated Number of Non-Profit Public Service Awards: 30
•  Awards typically range between $10,000-$40,000.
•  Public Services funding cap does not apply to infrastructure or CBDO awards.

 ESG Homeless Services – Shelter - $175,000

 ESG Homeless Service – Rapid Rehousing, Homeless Prevention and Street Outreach - $100,000

 HOME Community Housing Development Organization (CHDO) Set-Aside - $185,000

 HOME CHDO Additional or Other Housing - $900,000

 Community Development Block Grant (CDBG) funds can be used for public services to serve low- to moderate-income Arlington residents. Services to low-income Arlington residents may include but not limited to senior services, employment assistance, financial literacy, childcare and after school programs, health care services, substance abuse treatment, education, and others.

 Emergency Solutions Grant (ESG) funds can be used to provide services to Arlington individuals who are homeless and those at-risk of homelessness. Eligible uses of funds include homeless shelters, rapid rehousing, homeless prevention, and street outreach services.

 HOME Investment Partnership Grant funds can be used by non-profit Community Housing Development Organizations (CHDOs) and for-profit developers spur development of affordable owner and rental housing for sale or rent to low-income Arlington residents.
