Decatur establishes first PID

For the first time, the City of Decatur will be home to a public improvement district (PID).

The Decatur City Council approved the establishment of the city’s first PID Monday, approving the district for the Vista Park development, a master planned community near McCarroll Middle School.

The PID will fund $20 million in infrastructure improvements and the annual maintenance costs of public improvements on the 87.62 acres located northeast of the intersection of West Thompson Street and South Deer Park Road.

The city approved a development agreement and professional services agreement in 2021 with Rockwater Developments LLC for the Vista Park PID. Vista Park plans to include approximately 348 single-family lots, and the estimated average home price will be $325,000. It was expected to generate approximately $678,600 in annual tax revenue for the city.

The PID will be funded by a flat annual assessment paid by Vista Park homeowners. Homeowners can pay it annually as part of their tax bill, but all assessments may be paid in full at any time.

The funds collected must be spent on public improvements owned by the city, such as roads, water, wastewater, utilities, public parks and trails, among other things.
