Graham Economic Development Director, Grant Ingram, has moved into the position of assistant city manager taking on new responsibilities while maintaining his economic development roles. City Manager Eric Garretty formerly announced his appointment during a city council meeting Thursday, Jan. 5.
Garretty said when he was hired last year as city manager he was asked to look at key roles and responsibilities for city executive leadership positions. One of the decisions required the need for coordination between the Graham Economic Improvement Corporation (GEIC), Convention and Visitors Bureau and the Chamber of Commerce.
“These areas with a ‘business and growth’ focus are essential to the future of our city and oftentimes require a substantial investment of time and effort,” Garretty wrote. “The city manager has many roles and responsibilities, including the day-to-day management of the city, and sometimes it is difficult to work on all of the key areas while dealing with the day-to-day needs of city management. The need for an assistant city manager to focus on economic development
(and related areas) was clearly identified.”
Ingram is the first appointment to the assistant city manager position since 2011, when Graham Assistant City Manager Tim James accepted the position of Burkburnett city manager and moved into the position in June 2011.
Ingram was born and raised in Tyler and graduated with a degree in hospitality management from Texas Tech University. He was hired as the Graham CVB manager in May 2019 and served in that position until moving into the role of director of economic development in June 2021. Garretty said Ingram’s experience and skill set were a perfect match for the position.
