ROWLETT, TEXAS— On Tuesday, May 2, 2023, the Rowlett City Council announced David Hall as the next City Manager of the City of Rowlett, Texas.

Mr. Hall will begin his tenure with the city on June 5, 2023, with current City Manager Brian Funderburk assisting the transition and serving as City Manager Emeritus through July 12, 2023.

“I appreciate the City Council’s desire to ensure that the city is well prepared for the future, and I look forward to working closely with not only Council, but the entire City staff as we enhance our strategic initiatives and economic development opportunities,” said David Hall. “Rowlett is an incredible place, and I am excited and energized to become part of the exemplary team serving this community every day!”

David Hall has served as the City Manager for the City of Glenn Heights, Texas since 2018, where his leadership led to increased financial security, service improvements, program creation, and infrastructure enhancements. Prior to that he coordinated the development efforts for the City of Fort Worth for nearly six years as the Assistant Director of Planning and Development. He also served as the Director of Community Development for the City of Lancaster, Texas and began his career in local government 18 years ago serving several rapidly growing communities in Illinois.

Accomplishments in Glenn Heights include:
• Increased General Fund reserves by 670% within four budget cycles.
• Water/Sewer Fund reserves grew 465% despite no rate increases since 2010.
• Completed construction of new Senior Center; and new 6-acre City Center Project (Public Safety, Community Recreation, and City Hall facilities).
• Capital Projects completed 99% of Type 1 and 2 road reconstruction projects within 3 years.
• Started Community Garden, Community Connect Program, Cinco de Mayo Celebration, and revamped Family Fest Event resulting in 500% increase in attendance.
• Worked with City Council to provide first updated Strategic City Plan since 2009.
• Updated Comprehensive Plan - last updated 2003.
• Created and implemented the city’s first Economic Development Incentive Program.
• Served as Acting City Manager during tornado of 2015 that damaged 145 and destroyed 35 structures; led recovery efforts - debris removal completed 27 days after tornado event.

David holds a bachelor’s degree in applied arts and sciences/community service from the University of North Texas in Denton, Texas, including extensive coursework in community affairs and non-profit management. He also holds a Juris Doctor degree from the Texas A&M School of Law in Fort Worth, Texas, with a focus on property and land use; contract drafting; and advanced alternate dispute resolution with an emphasis on mediation and negotiation.

He is credentialed by the State of Texas as a Mediator and Family Law Mediator, and Master Code Professional with the International Code Council.

Last fall, after 20 years of service to the Rowlett community, and almost 40 years in local government, City Manager Brian Funderburk announced his decision to retire on July 12, 2023.

The City Council selected Strategic Government Resources (SGR) to assist in conducting the extensive search for the next City Manager, which resulted in an impressive candidate pool. The City Council received 77 applications from candidates in 20 states and conducted comprehensive two-day interviews with three finalists in early April.
