Brenham City Council to Consider Impact Fee Study
Josh Blaschkem KWHIThe Brenham City Council will potentially proceed with obtaining an impact fee study for the city’s public utilities at its meeting Thursday.
The city is looking into adopting impact fees, which are imposed on developers to help the city recover capital improvement costs and finance infrastructure needed to serve new development while reducing the economic burden on citizens. A study must be performed prior to the adoption of any fees.
The council will consider a professional services agreement with Strand Associates to conduct a study not to exceed $250,000. Study costs will be spread over two fiscal years, broken down to $135,000 from the city’s wastewater fund, $65,000 from the water fund and $50,000 from the general fund.
The time to perform the scope of services as outlined in the agreement is through March 1, 2024.
In other action on Thursday, the council will possibly appoint 16 people to the city’s project working group for its small area plan, a long-range planning document for the land surrounding the proposed Brenham Family Park. The group includes the property owners within the approximately 600 acres in the subject area, along with city councilmembers and board representatives, TxDOT and local design professionals.
The council will also take up a resolution re-adopting the guidelines and criteria for granting tax phase-in in a city reinvestment zone. No changes have been made to the tax abatement policy since 2017, but city and Washington County officials plan to review the policy and bring back any recommended amendments to the council for consideration in the coming months.
An executive session will be held for discussion with the city attorney regarding Aviators Plus, LLC v. City of Brenham, Texas, Cause No. 37896, 21st Judicial District Court, Washington County.
The council will meet Thursday at 1 p.m. at Brenham City Hall.
