Dalton Rice, city manager of Morgan’s Point Resort, appears to be headed to a similar job in a Hill Country city.

Rice, 37, who started in the lakeside Bell County city in February 2021, is in negotiations to be city manager of Kerrville, a city of about 25,000 northwest of San Antonio.

The Kerrville City Council voted Thursday night to negotiate an employment contract with Rice to be the new city manager, according to a Kerrville city news release issued Friday.

Rice was a municipal administrator from the Houston area when he was hired in January 2021 to replace Andrew Bill as city manager of Morgan’s Point Resort, next to Temple on the banks of Lake Belton.

Rice, a former management analyst and assistant to the city manager in Mont Belvieu, started the city manager job in Morgan’s Point Resort on Feb. 1, 2021.

Rice, a former Green Beret whose background includes 13 years of service in the U.S. Army and eight years in municipal government, with experience as a firefighter and paramedic. Rice has a bachelor’s degree from Western Carolina University, a master’s degree from George Washington University, and is a Certified Public Manager.

“I found my passion in government administration,” Rice previously told the Telegram.

Rice was out of the office Friday and could not be reached for comment, a city hall worker said.
