An Austin man linked to almost a dozen murders that investigators have described as a serial killer was indicted on four charges this week in connection with two murders. He served prison time for the rape and slaying of an 8-year-old girl in the
1990s and reportedly confessed to killing at least two people from San Antonio when he recently spoke to police.
The grand jury handed down its indictment of 62-year-old Raul Meza Jr. at a Travis County district court on Thursday, August 10, on two counts of murder, one count of capital murder, and one count of unauthorized use of a vehicle in connection with the deaths of two people.
He was formally charged with one count of murder and capital murder in the commission of aggravated sexual assault of 66-year-old Gloria Lofin in 2019. The charges of murder and unauthorized use of a vehicle stem from the May 20 death of former Travis County probation officer Jesse Fraga.
All of the charges except for capital murder were enhanced due to his previous conviction and sentencing in the murder of Kendra Page in 1982, in addition to a 1977 aggravated robbery charge and 1990 charge of possession of a deadly weapon in a penal institution.
Meza was arrested on May 29 after he called and confessed to the murder of Fraga who was found dead in his Pflugerville home on May 20. He reportedly spoke to police on the phone for 14 minutes, also confessing to the murder of Loftin and said he had killed two people in San Antonio "years prior." No charges have been filed related to those allegations. Police also said he has been linked to at least eight to 10 cold cases going back to 1996.
Meza remains in the Travis County Jail on a $3,010,000 bond, according to jail records.
