The governing body of the City of Littlefield, Texas met at 6 p.m. on Nov. 26th, at the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.
The meeting was called to order at 6 p.m. by Littlefield Mayor Eric Turpen and
the invocation was given by Mayor Pro Tempore, Kenny Rucker. Mayor Turpen led the Pledge of Allegiance.
There was nobody present for Public Comments and there were no new Employees to introduce.
Item six on the agenda was to consider and approve the minutes from the October 22, 2024 Regular Meeting, November 4, 2024, and November 13, 2024 Special Meetings.
Mayor Pro Tempore Rucker made the motion to approve the minutes and it was seconded by Council Member Michael Rangel. The motion passed with four ayes one absent.
The next order of business was to consider and approve monthly departmental reports: Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Aquatic
Center Report; Monthly Financial Reports; Quarterly Sales Tax Collection; Property Tax Collection reports; Quarterly Investment Report, LEDC A and B minutes, if Boards met.
Council Member Rangel made the motion to approve the monthly reports and it was seconded by Mayor Pro Tempore Rucker. The motion passed with four ayes and one absent.
The next item on the agenda was to
consider and approve October 2024 Expenses: Council Member Rangel made the motion to approve the October 2024 expenses and it was seconded by Council Member Eric Saenz. The motion passed with four ayes and one absent.
Item nine on the agenda was to consider and approve Atmos Energy Rate Case Resolution Suspending Rate Changes.
Council Member Rangel made motion to approve
Atmos Rate Case Resolution and it was seconded by Mayor Pro Tempore Rucker. The motion passed with four ayes and one absent.
The next item of business was to consider and approve SPS Order Granting Extension Request.
No action was taken on this agenda item.
Item 11 on the agenda was to consider and approve 2025
participation in Parkhill Group Seal Program.
Mayor Turpen made motion to approve the City of Littlefield Participation in the Seal Coat Program and it was seconded by Council Member Rangel. The motion passed with four ayes and one absent.
The next order of business was to consider and approve Engineering Contract for Ground Water Storage Tank for Water Supply.
Mayor Pro Tempore Rucker made motion to Approve Engineering Contract and it was seconded by Council Member Rangel.
The motion passed with four ayes and one absent.
The City Council convened into Executive Session in Accordance with Tex. Gov’t Code 551.074 to discuss and consider the appointment, employment, and duties of
a new City Manager at 6:01p.m.
The council reconvene into Open Session at 6:21p.m. to act, if necessary, regarding matters discussed in Executive Session.
Mayor Turpen made motion to appoint Ray Resendez as the New City Manager and it was seconded by Council Member Rangel. The motion passed with four ayes and one absent.
Item 15 on the agenda was to discuss and consider the appointment, employment, and duties of a New City Manager. Mayor Turpen stated that Ray Resendez will serve as Assistant City Manager beginning December 1, 2024, until February 1, 2025. On February 1, 2025, Ray Resendez will assume the position of City Manager.
With no further business to discuss, the meeting was adjourned at 6:34
p.m.
